On going programs to include loan guarantees are continued but the level of operations is reduced under the bill by 1.409%. The reduction applies to Defense programs and other programs sustained by the Full-year Continuing Appropriations act passed last year.
While the list of program impacted is lengthy, they are not necessarily controversial although the bill shifts funding around. The bill rescinds $500 million for Defense and sends it with and addition $224 million to Homeland Security, FEMA for disaster relief and another $226 million is transferred to the Army Corps for flood control and coastal emergencies.
The legislation would remain in affect until “an enactment of an appropriation for any project or activity provided for in this joint resolution; enactment of the applicable appropriations Act for FY2012 without any provision for such project or activity; or November 18, 2011.”
