Our Analysis:
Under the law the Commission must:
plan, develop, and carry out such activities as the Commission considers fitting and proper to honor Ronald Reagan on the occasion of the 100th anniversary of his birth;
provide advice and assistance to Federal, State, and local governmental agencies, as well as civic groups to carry out activities to honor Ronald Reagan on the occasion of the 100th anniversary of his birth;
develop activities that may be carried out by the Federal Government to determine whether the activities are fitting and proper to honor Ronald Reagan on the occasion of the 100th anniversary of his birth; and
submit to the President and Congress reports...
A commemorative $1 coin is to be minted about one year before the centennial year. Commemorative coins must be made at no cost to the federal government or taxpayers. Most pay their way through a surcharge on coin purchases. Leftover funds would then be given to the Commission to carry out its programs.

Vote:
On motion to suspend the rules and pass the bill Agreed to by the Yeas and Nays: (2/3 required): 394 - 18 (Roll no. 254).
Cost to the taxpayers: It appears this law would cost taxpayers nothing since the bill text makes it clear that “No Federal funds may be obligated to carry out this Act.” However, money is spent on office space and other necessities. It appears that those expenses would be paid for by donations.
Pay-as-you-go requirements: Would not apply since the bill does not affect spending or revenues.
Cut-as-you-go requirements:
Regulatory impact: None apparent
Earmark Certification: Not applicable
Constitutional Authority: By Mr. GALLEGLY:
