Summary:

Provides that a motion to proceed with regard to a joint resolution of disapproval to the President's exercise of authority to increase the debt limit: (1) may be offered even if the joint resolution has not been reported to the House of Representatives as contemplated by federal law, and (2) shall be in order only if offered by the Majority Leader or his designee.
